An “.xxx” top-level domain (TLD) had long been proposed as a solution to the problem of online pornography and its availability to minors and in more socially conservative countries. After much delay, in 2011, the Internet Corporation for Assigned Names and Numbers approved the “.xxx” sTLD, sponsored by the International Foundation for Online Responsibility (IFFOR), making the TLD a sponsored top-level domain, or sTLD. IFFOR’s stated goals include the promotion of user choice, parental control, and combating online child abuse images (child pornography), as well as the protection of freedom of expression, privacy, security, and consumer rights (IFFOR 2012). The .xxx registry is administered by ICM Registry LLC, a company created for that purpose.
